I acquired a vinegar barrel and have been flushing it with rainwater from my gutters for a few days I just tested the pH in the barrel now and it is still HIGH. Is it possible to utilize this high pH water to adjust pH levels in my system?

If your top up water has higher PH than your tank water, it will raise the PH in your tank.

Yes I understand that. I wasn't sure if the water from the vinegar barrel would be safe for the fish.

Vinegar is pretty weak, especially when diluted. I would say it's probably alright to use the vinegar barrel water after it's been rinsed out. Make sure you're aerating your rain water before putting it into your system; seems to make a world of difference in cutting down fish stress during water top offs and changes.
