I am brand new and in the construction phase right now. I am looking ahead and don't know what fish I should use as a beginner. I have a 250 gallon tank and was wondering if I should try Channel Catfish or spend the time getting permitted for Tilapia. I am also open to any other suggestions.

Blue Tilapia do not require a permit. But other verities do.
I am having trouble finding someone that sells the blue tilapia.

Morning Star Fishermen may be willing to sell some but you have to transport them yourself so you would need a transport container and a battery powered aerator to get them home.

 

However, you might also look into bluegill for that size fish tank as I personally feel that channel catfish need a big tank of like at least 300 gallons worth of water to really give them enough space (I tend to grow them out big.)
