Green Water

My water is very green and I can hardly see an inch into the tank. I'm moving my tank soon and I'm thinking about removing half the water and adding fresh. Will this hurt the fish? Will it help clear up my water? Any other suggestions? Thanks!

Cover any places light is getting to the water. I had to put black plastic over the sides of my IBC totes, some people paint them to keep the light out.

Ok cool. Thanks. I'm moving my tank inside a shed so I wonder if that will be enough or if I should go ahead and paint it while it's empty. What kind of paint should I use?
