Do a search for the IBC of Aquaponics or the Barrel Ponics Manual, they are both free PDF downloads that will likely help you get started in aquaponics.

For other Free resources, you have to do a bit of your own figuring to decide what is reliable as opposed to hype.

This site has some good threads and you can get some good help.

Or you can go to the BYAP forum and read the Basic Info Section and the Useful Info section, then pick out some of the older longer member system threads to read through to help you learn about many of the common mistakes others have made so you don't have to make them yourself.  Then you can start a thread for yourself and tell people what you hope to do and how you hope to do it and people will often help you out with recommendations that could save you money, materials or problems before you get started.

Just make sure you plan in enough filtration for your fish.

Here is a blog index that Joe has help put together for my web site's blogs and the section recommended first reading has several links of free reading that may help you get started in the right direction.

There is a very knowledgeable man in Belgrade named Vlad Jovanovic.

He is on this site.  If not too far you might be able to arrange a meeting.  He has a large commercial operation.

Here's a link to some excellent info that helped me when I first started investigating aquaponics
