I have an AP system that is just finished cycling. I just added goldfish and I have had the plants in during the fishless cycling. I know it is normal for the plants to wilt and discolor, but should they look somewhat alive? Mine look pretty dead. But I have never done this before? Should I replant and pull these? Or start from starter cube in AP system? What do you all recommend? Mostly growing herbs in this bed.

It's not normal at all... for plants to "wilt and discolor"....
More details about your system setup please... preferably pictures... and water test results..
