I'm pretty sure it's an accurate assessment.  Bell siphon are amusing brats, but I would never own one.

I'm not sure if that is an accurate assessment as one of my Gb's work perfectly every time.  The siphon starts fine but it does not stop it continues to trickle.

The water is not filling fast enough to kick the siphon.  Personally I would take retrofit the siphon with a weep hole and convert to timed fill and drain.
