It appears to be a common large scale carp or cyprinus carpio

It seems that this fish is a 

Prussian or Crucian carp, my brother in law gave me a few of them and they are sure cleaning my water tanks from algae and other fish crap.

But now that you mention it sure looks like a Carassius Auratus. Thanks John Stevenson

Ahh. You are dead on about the top fin. As I said I am no expert. Could it be a Carassius auratus Goldfish?

The top fin on this fish is much longer than the golden shiner or rudd.

I am by no means an expert. It looks to me like it may be a golden shiner or golden rudd. Though if it was a rudd I would think the fins would be more red in color.
