With such a small system you have to make sure you are in a fairly stable temperature environment though so you don't alternately cook and chill the fish. As to needing a bio-filter and sump tank. Well the truth is with the amount and kind of fish you will be able to keep in a storage tote, you really don't need to worry too much about soilds build up. If you do use a sump tank you could simply have one tub for fish, one tub for sump and two tubs for grow beds (provided you are talking about media beds) and it will work. Solids removal and separate bio-filter are needed for raft systems if you go more than super low density but with a raft system you won't need the sump.
