Taking my inspiration from Greg Fripp's system, I built this single flat seedling starter for about $40: 24 inch fluorescent light and T5 bulbs being the most expensive part.  Height of light adjustable by chain links. I left the all the joints compression fitted, so that I can add more shelves and lights if and as needed, but for now, a single flat will provide all our needs.
