Hi Harold, those companies manufacturing water tanks like Century Eslon and Rotoplastics sell what they call tank bases. These are tanks which have been rejected after the manufacturing process due to flaws so invariably they cut the top off and sell it as you see it in the picture. However they are not kept in stock and you have to keep calling the companies every day. Its a bit of a hit and miss but I had to be very patient. Also the bases vary dependent on the ones which were flawed so you can get 800, 400 or 200gal bases.
