Do you need a license for Talapia if they are for your own consumption?
What about fresh water shrimp? Are their any native species?

It is rare to get a pure blue tilapia. Most you get are hybrids. Therefore, I wonder where they fall in the permitting question.
There are places that sell Blue Tilapia and have the permits to do so, I would recommend buying from some one with the proper permits and that way you know what you are getting are legal.

Hey Lynx, send me that message too! I need a new supplier and prefer not having to drive up to Brooksville or all the way down to Sarasota if I can avoid it.
Looks like the FWC recently updated their website to acknowledge Aquaponics (not sure if it's a blessing or a curse). In any case, Tampa is part of their "southwest region" so it seems I'm allowed to raise Blue Tilapia without a permit.
