Yes it is free, and nothing wrong with it except maybe a bit grungy from being outside for the winter.  Just let me know when you can be down and it's yours!

I need to find a new home for my original fish tank.  It is actually a 120 gallon rigid pond liner from Home Depot that cost about $100.  I've fortified it with 2' of chicken wire all around to keep my dog out.  Free to whomever can pick it up the soonest!

No permit is needed for backyard systems if you are not intending to sell your fish.

What about the exceptions portion: "Persons that sell live fish for use as food; the fish must be from a tank that is not connected to state waters"

Yes, one is required to pay the fee in order to grow, transport, breed tilapia in Colorado. Here's the language from the permit application form: "An aquaculture permit is required for propagating, selling, brokering, trading or transporting live fish or viable gametes, or attempting to propagate, sell, broker, trade or transport live fish or viable gametes."

I am in the midst of getting my permit, so can only say this: so far so good.
