how to use this forum

I have tried to discover how to post a question.....  ... searching for user instructions is a bit baffling.  I see "main room"  and "members online" but where are the more instructive indicators?  like the "post" icon...  I drafted a question, then previewed it, went back to the compose box and looked for the Post icon but there is none showing.....  Would kindly appreciate some guidance.
