Still looking for fish? There's a guy out on Whidbey Island that's got some. You can pick them up and save a bunch on shipping. He charges $1 an inch. This late in the season he may only have 3-4 inchers. Worth the trip out to see his system, too. Hit me up if you want his contact info.
I live in bremerton and bought my fish on ebay. 38.00 for 55 red nile tilapia. 70.00 shipping second day. it was a little spendy but they are breeder stock.
