Yes, I've found the system's performance improves with time (partly from the system, partly because I learn more). Your issue could also be something with the water--have you tested pH etc? If pH is too high, for example, plants' uptake of certain nutrients is compromised. And even with pH around 7, you may not have a source of iron in the system, leading to chlorosis (evidenced by yellowing between the veins of the leaves). It's common to add chelated iron for that...

Welcome to this forum. Hope you'll check out the Sacramento Aquaponics group here. There are a bunch of us in the greater Sac area now.
