It is capillary matting or what some people would call wicking mat or spreader mat.  It is made for doing things like putting over a liner covered nursery bench to spread moisture to bottom water nursery containers.

TC I am looking at your matting and am curious as to what it is. It looks like a heavy weed cloth. Could I trouble you with what you are using . Thank you..............Dave
