Both actually, there is insulation behind the foil on many of the bottles.
White will work fine, it is just so much easier to put the foil on. Also it is convenient to sometimes pull it of to verify that the flood and drain is working and there are no blockages.

So why wont white paint work?  It reflects light and heat(through not absorbing the energy).

O wait were you trying to keep the heat in?

The foil helps with temp control, reflects light and in many cases covers the hydroton except just around the base of the plant. The black bottles have not been covered yet. They were to absorb heat when it was so cold.

Haven't finished yet, but the grow bed, sump and fish tank are getting a covering next. I have a ceramic insulating paint additive that I may try with white.

I like that you are recycling the bottle, but would white paint make more sense?
