Some of the water is being fed into a variation on the "tipper cup." This regulates the bell siphon.  Very small bell siphons can be difficult to keep functioning properly.  This makes it run like clockwork.

Hey there! What are you doing with the input of water? Why is it flowing on a pipe on a lever?
