No, it's just a lint trap for a washing machine hose. I out it on there to keep leaves out until I have a lid for the barrel in place. I can just pull trapped stuff right off or take the whole thing off and shake it out. Honestly, it doesn't ever get that full.

Does the outflow get plugged up with the covering you are using?
