This just isn’t going to happen in a raft system. these have been transplanted after growing on the raft for six months, when they started to fall over, i buried the first 18 -  24 inches into the gravel, and they have grown another 24-30". at a total height of 4ft,  they need root support that you can’t get on a raft.
