i will defend this idea ( i saw it work flawlesly on another system) but #1. my flow was too high.  #2 my chambers werent at the same level. #3 the spot were the water exits the tank was too close the were the water was drawn frome the tank (think bubbles)

i have since discarded this system, but i will explane more. if the seals are glued good (aka air tight) and you put the entire u shaped pipe under water holls up (to eliminate ALL the air) then cover the ends with somthing, a trash bag seened to work best. it will take practice. lifting only 1 end out of the pool (were you filled the pipe) and droping it into the trashcan. you will have a sifon when you add water to the black can. why did i discontinue this? well seems i have SO mutch oxigen in the whater that as ti (the water) travels through my system i get little bubbles rising up ( like in a cup of soda) and using a 3 in. pipe i get a lot of air traped in the top (this slows the sipon). this causes the first barel to over fill. i kant have my system pumping out on the ground.

when you say the pip from blue to black "siphons" the water could you break that down a little more for me. Because the way you have it setup it is not quite a SLO (Solids lifting Overflow). I am not sure how the water would reach a level in the pipe that is between the two containers....since the water the tank could possibly hold is lower than the pipe.
