What to use for a raft?

I live in the Caribbean and we must import all of our materials from the US. i am currently in the midst of pricing out a commercial aquaponics facility and I was wondering what people are using for their rafts? I have been using 1" Dow blue board as that is what we have available and was wondering if anyone has found anything cheaper or more sustainable?
