Switches to control pumps

Hi folks,

We almost have our system finished. Have a question for the more experienced out there. We will have 2 pumps. One to pump out of the sump and one pump out of the tank into a Polygyser Filter.  While the pumps are the same size and model 1,800 gph what has us scratching our heads is 1.) how to regulate so that the flows are exactly the same (can we do this with valves) and 2.) how do we make sure that both stop if one goes down?
