Source of Live Tilapia in Washington, DC Metro Area

I live just outside of Washington, DC and am looking for a local source for Tilapia fry. My first batch of 40 fish cost more to ship that the fish themselves. (It would almost be cheaper to buy live adult Tilapia at an oriental grocery store.

This seems to be a common category of question (where can I get fish?) so perhaps there is a directory somewhere? Fish seem to be the part of the AP system that don't make sense for mail order.
