Fish stocking for aero-aquaponics

Hello aquaponic source community;

I am planning on building a PVC pipe based system using aquaponics. The problem is I dont know how much fish I should insert into the system. My question is does the fish stocking rule of thumb apply if I dont have grow bed media.
