Dose buffer can change the PH？

hello everyone！
I have a question about buffer!
I know buffer can stop PH decrease rapidly! but when I put buffer into my system, the PH increase! everytime I use buffer ,PH increase! Dose the same thing happen to your system?
or I miss something?
but I really think all the buffer can change the PH! no exception！
or is there neutral buffer?
by the way,my buffer is KHCO3

I use potassium bicarbonate also. Yes, it does increase pH. When my pH starts dropping (or is low) I use KHCO3 to bring it back up. That adds buffer and brings pH up at the same time.
