Does anyone know what is needed permit wise for commercial garden in Arizona?

Hi Everyone,  I live in northeastern Arizona and was hoping someone her might know what legal steps are needed to begin the process of starting and running a commercial aquaponics garden?  I am new to all this so be prepared to hear a lot of begging and pleading for help:)

It's been awhile but I think Arizona state wide requires a permit for all aquaculture from the Arizona Department of Agriculture. And according to my notes and this link from 1998 it costed $100 and required some info on how waste water might wind up in State water streams.

"Aquaculture license - A person who wishes to raise fish in captivity as a commercial enterprise is required to obtain an aquaculture permit from the Arizona Department of Agriculture. The permit application will require that information regarding the location, water source and water disposal, the responsible (contact) person be provided. The application also must include the species being cultured. - $100 per year"
