How come there is dirt in my tank which is brown? Is it from the river rock that I put in (had dirt on it) or has it grown there?

50 liters is really tiny so I would worry about temperature fluctuations if it is outdoors in the heat. Probably only goldfish, guppies, minnows and stuff like that but If you get extreme temperatures they will all be in danger.
so what should i do?
I'm not sure, what are your goals for the system? I would probably say get a bigger tank if you have space for it. Or keep it indoors in a temperature controlled environment if you have to do the small tank.
i could get a bigger tank but i can't afford one right now or i could pt it inside but i'm nt sure if i am allowed or not

Good luck with it. any way you can add more water to the system and protect the tank from the extremes of temperature may help.
or sould i move it into the garage because i have space in there.
Well the plants want sun and if the garage isn't heated/cooled it could kinda defeat the purpose. If you can provide shade to the fish tank and add more tanks of water as you can, it can help with temperature. In the extreme heat season, some shade over the plants may help too.
Since you are in OZ, perhaps asking around on BYAP might find you some suggestions for your climate.
