Aquaponics with a Hand Pump Haiti

I read where a group in Haiti was using a Hand Pump with good results.

The system was only pump 2 to 3 times a day with the trays emptied 3 to 4 times a day.

With the water spending more time in the tray + media and the water being pump from the near bottom would this actually work?

Seems what I heard about it was that they set the systems up but they didn't keep operating them.  I don't know though.
