<p>Well if you want to do really small batches of fish feed to say test a recipe, you might simply make a mix, roll it out on a sheet and bake or dehydrate then crumble it up to an appropriate size.</p>

FWIW, I read a study (found <a href="http://www.biotemas.ufsc.br/volumes/pdf/volume213/p91a97.pdf" target="_blank">here</a>) that found that a diet of 50% high quality commercial fish food and 50% duckweed produced a significantly faster growth curve for tilapia than just commercial feed.
