I live in the mountains of Northern California, where summers are hot (90-100 most of summer) and winters get occasional snow. Would like to know how to keep water cool enough in summer to keep trout happy. Or is that a bad selection of fish?

You might want to start a discussion on the fish choice and keeping water cool topic to get more people to follow and help you out.

Digging down may help but only if you are not doing flood and drain media beds during the hottest part of the days in summer.  Might want to figure some way that you could flood and drain at night but go constant flood during the hot days to help mitigate temperatures.

Hi Gary.  I'm not dialed in to the grant world.  I hear there is lots of grant money available, and that aquaponics can fit the bill with many of them.  It just isn't my area - I'm focused on home based, backyard systems rather than community or commercial systems.  You could post a forum topic and see if anyone has any advice they are willing to share.  Also check out some of the groups - there might be some information or people that can help is some  of those.  Good luck!

Trout might not work well through the hot part of summer there but something can probably be sorted out.  Trout can grow out quick so maybe you get them in the fall and grow them out till it gets too hot.
